Local Scouts Honored on Achieving Scouting’s Highest Rank

NARRAGANSETT, RI – The Narragansett Council, Boy Scouts of America recently recognized members of the Eagle Scout Class of 2015 at the annual Eagle Scout Recognition Dinner. This year, 326 Scouts were honored for earning the rank of Eagle, the highest rank a Scout may achieve.

Victor Capellan, an Eagle Scout who currently serves as the Superintendent of the Central Falls School District, spoke at the ceremony. A University of Rhode Island graduate, Capellan previously served as Deputy Superintendent of Central Falls and as Assistant Superintendent in Fall River, Massachusetts.

“I am privileged to be here today to honor our Council’s newest Eagle Scouts,” said Capellan. “Becoming an Eagle Scout is a significant accomplishment. It takes many years of hard work and commitment to the Scout Oath and Law.”

Each Eagle Scout who attended the dinner was matched and seated with an adult sponsor allowing them the opportunity to interact with individuals who work in local industry or business.

“Earning the rank of Eagle symbolizes a young man’s culmination of years of commitment and dedication to Scouting,” said Tim McCandless, Scout Executive and CEO of the Narragansett Council, Boy Scouts of America.

To become an Eagle Scout, the five Scouting ranks Tenderfoot, Second Class, First Class, Star and Life must be completed. Scouts must also earn at least 21 merit badges and plan and manage a service project.

“Most Scouts’ service projects consist of more than 100 man hours,” said McCandless. “They involve a great deal of planning and developing an activity to help a community, religious center, or school.”

Together, this year’s Eagle Scouts put in over 43,731 community service hours.

In addition to recognizing the members of the 2015 Eagle Scout Class, the Narragansett Council honored Gerard R. Goulet with the National Eagle Scout Association’s Outstanding Eagle Scout Award. The Outstanding Eagle Scout Award is a prestigious recognition granted to Eagle Scouts who have demonstrated outstanding achievement at the local, state, or regional level. The award recognizes Eagle Scouts whose efforts have made a positive impact in the community.

“Gerry Goulet was the obvious choice for this award,” said McCandless.

Gerry serves as the Chairman of the National Eagle Scout Association in the Narragansett Council and is a long-time executive board member who has donated an extraordinary amount of time and talent to the service of youth.
